PROPERTY PORTFOLIO: Fraser Mc Robie
NAG 4: Financial & PropertyDESCRIPTIONTo have an overview of all current projects, future projects and maintenance requirements, pertaining to property and grounds, within the school.
TASKS ¨ To be familiar with the property requirements as set out in the MoE Property Guidelines and the NZSTA Handbook. ¨ To ensure the board follows correct procedures with regards to administration and management of property matters, including maintenance and building projects. ¨ To consult/liaise with the principal and the school's property/project manager as needed/required. ¨ To bring to the attention of the board, in a timely manner, matters concerning forthcoming property projects. ¨ Ensure the annual budget has considered and allowed for property matters agreed to by the board. ¨ To ensure a report is provided to each meeting of the board ¨ To meet with the property manger on site each term, bringing to the board any correspondence they may have. ¨ To receive correspondence pertaining to property and grounds, distributing and reporting on as necessary. ¨ To annually develop and review the property plan making sure goals and budgets are being met. ¨ To update the 10 Year Property Plan so that it always remains a plan for the next 10 years. ¨ To have an understanding of the schools insurance policies and to ensure the board make claims.
ANNUAL TIME TABLE:¨ September: Update 10 year property plan
DELEGATED AUTHORITIES:1. Property manager and principal are delegated the authority to return monthly reply cards to SERCO.
2. Where unbudgeted expenditure is required discuss with principal and treasurer to provide a written report, with recommendations, to the board.
3. Appoint consultants to develop 5 YP programmes with MOE authority and funding.
4. In consultation with the principal, review property maintenance requirements of the school, investigate costs, scope of works and potential contractors, then provide a written report, with recommendations, to the board.
5. Provide, at the direction of and on behalf of the board, written communications to the Property Officer at the Ministry of Education. (Copies of all written communications must be tabled at the monthly meetings of the board.)
6. Ensure the Health and Safety Act requirements are met.
7. The Property Sub-Committee has no delegated authority to pass resolutions, as final decision making lies solely with the full Board. |
